Maybe Trump plans on moving the State of the Union address to somewhere away from the House Chambers. Maybe a nice Trump hotel would host it and only invite Republicans.

THE STATE OF THE UNION OCCURS IN THE HOUSE CHAMBER WHICH MEANS THE HOUSE HAS CONTROL OF WHAT HAPPENS THERE. WHICH MEANS THE PRESIDENT CANNOT GIVE AN ADDRESS TO CONGRESS WITHOUT AN INVITATION.
