In reality it don't matter if a witch has magical power or not. It is just important that others think she does. If people believe in a god, that belief in that god can be used to control the people.

Say you want control of local government. You have sex with the mayor in a way his wife don't find out. Most likely he will do anything to keep his wife from finding out. Sex is power.

However, I was more interested in other people's opinions then in explaining magic.

Say you go to buy a new car. The salesman tells you a price but you want to pay less. Knowing how to promise sex without actually saying it or giving it, could get you a big discount. You just used magic to get your way.

What gives women power is that men have allowed them the right to say yes and no. Women control sex and those who don't, have no power.
