I saw on WXII that the drunken driver had 4 previous convictions of DWI.Is it not a mandatory law if convicted of DWI it's 3 strikes and then jail??

Not sure how true this is, but while I was at the BP on 115 a lady said a Trooper was hit head on. They are not letting anyone through so couldn't tell but with the amount of police fire and rescue there it couldn't be good.
