We give money to Israel for defense purposes. We give money to the Palestinians for humanitarian purposes. Unfortunately, we have not mastered a way to give money for an intended purpose without having it also aid those that use it for their own criminal acts.

That goes both ways. Especially when Israel is guilty of firing missiles into housing developments.
