I guess the part where you are still not mandated to purchase or drive an EV or gasoline vehicle.
Nor is it a 100% stop on manufacturing combustion engines, as ***anose stated.

Personally, I prefer to cover all of my bases. And it seems like common sense that we should work on viable alternatives just in case we do run out. For all I know, all of the pollution might create a system where the clouds start pouring crude oil from the skies! But it doesn't seem wise to risk the entire fate of the world on that possibility.
