At work we have tried tools like the Drill Doctor but it's easier just to do it by hand with a bench grinder. The Doctor works good but in the time it takes to set it up I'll be back drilling holes. Have your ole man practice with some worn bits and in a hour he will be a pro. The two mistakes people make doing it freehand is they get the angle to steep " like a pencil" or they get the pitch off were the backside touches the material being drilled instead the cutting edge. I adjust the angle to match what I'm drilling. My home grinder is a small Craftsman and it has a guide to hold the bit so all you need to do is make sure the cutting edge makes contact first. A 70 dollar grinder like mine would be the most bang for the buck. I've taught a lot of people how to sharpen bits over the years and the one thing that stumps them like it did me is what to do when only one side is cutting. If the pitch is right but only one side is cutting you might think the side that is not cutting is what you grind. You want to grind the side that is cutting because it is to long. Buy him a grinder and he will take it from there.

You can buy sharping jig at lowes. depending on the bits, it may be cheaper to replace unless he uses them that often.
