There is not enough punishment or rehabilitation for OC...

Sure, but we already foot the bill for the punishment that doesn't seem to work. And when you consider the further rate of crime, trials, etc, I'm sure that punishment costs a lot, lot more than rehabilitation.

We started to talk about this on another thread earlier, but do you guys think that prison should focus more on punishing criminals, or rehabilitating them?

I believe that our current system of punishing criminals is a proven failure. Studies have shown that rehabilitation is much more effective than punishment:

Look at Norway's incarceration rate as compared to the US. Their rate is about 1/10th of ours, and mostly because they focus on rehabilitation:

The US has one of the highest recidivism rates in the world, with 76% of criminals going back to prison within 5 years! It doesn't help that criminal records follow people after they get out, so they have a harder time finding a job, and in some cases, even finding a place to live. So they end up with no choice but to turn back to crime.

Our prison and judicial system obviously doesn't work at all. IMO, we need a complete rebuild and a total change in how we handle crime.
