It wasn't that long ago that Republicans lost the court battle over their attempts to gerrymander away black votes:
And as Trump's top reelection adviser said, "the party has traditionally relied on voter suppression to compete in battleground states."
They know they can't win if everyone votes fairly, so in addition to create hot button issues to excite the more ignorant, they also work to suppress the votes of people that won't fall for it.
