If you had bothered to read the article you linked you would or should have realized this isn't the gotcha story that you thought it was, I've copied the relevant paragraphs;

In their meeting Tuesday night, commissioners unanimously agreed to pay Jefferson-based James R. Vannoy & Sons $16,630 instead of paying Wilkesboro-based Martin Roofing Services Inc. $102,000.
Commissioners unanimously approved Martin's $102,000 bid on Oct. 5, but County Attorney Tony Triplett said this wasn't binding because a contract hadn't been signed.
Vannoy's offer includes $12,670 for replacing a black 45 mil thick EPDM rubber membrane on about 4,531 square feet of the front end of the roof with the same type and thickness of product and $3,969 on gutter repairs.
Wilkes Inspections Director Keith Walsh said the gutter work includes adding four new down spouts, sealing all joints and providing splash blocks. Walsh said leaky gutters are causing water problems with the courthouse walls.
Martin's $102,000 bid included replacing the black EPDM rubber membrane covering the entire 32,700-square-foot top of the roof with a 60 mil thick white PVC membrane, which is a little thicker than a quarter.
Walsh said Vannoy made its offer after it had Professional Roofing Co. of Mount Airy check the roof and estimate the cost of repairs. He said the offers from Vannoy and Martin both called for using existing roof ballast again.
"It has been agreed by everyone that the entire roof did not need to be replaced, but previous prices to replace only the front section were so high, compared to roofing the entire building, that we had no other choice," stated Walsh in a Nov. 10 letter to County Manager John Yates

Back in 2010, Martin Roofing quoted $102,000 to put a new roof on the county building. The commissioners approved it, but then Vannoy & Sons in Ashe quoted $16,630.


Serious question, have any of you ever used Martin Roofing, or known anyone that did? The only place in Wilkes that I recognize in their portfolio is Cam Finley's Two River's Cinema...
