Back in olden days in Delaware most bars had motels or just small units behind them for just sleeping or any other pleasure one desired. Yet you had to purchase a bottle of whisky & unit was cheap as was whisky. No taxes on whisky, yet again cigarettes were a different story...

I've thought that Uber and/or Lyft should offer discounts to people going to certain bars. They could work out a deal with the bar for advertisement, people would get to and from safely and everyone wins.

They would have to breathalyze every person that came out of the bar. Until the person gets behind the wheel they've done nothing illegal. The bar or restaurant would eventually close because no one would want to go there.
If police were really interested in stopping DUIs, they'd start a Lyft program.

Everyone thinks road checks are so great because of drunk drivers the question is if is about catching drunk drivers why not just sit outside a bar and stop people as they drive away instead of stopping everyone on the road.

Because you're asking people to help you get away with drinking and driving, when the only real way to get where you're going is on the highway.
