It's easy for crime stats to appear lower when the criminals are never charged and there's no paper trail of their crimes.

Democrats manage that crime rate by decriminalizing crime. Make shoplifting, drugs, rioting, looting, murder, burglary , rape, border jumping and many other things not a crime and Shaaaaazam. Lower Crime. rate. Open the revolving doors on the jails , arrest according to skin color, prosecute just one race, you got lower crime rates.

"Lower" doesn't mean "zero." Those are two separate things. For example, 339.8 (the current violent crime rate) is lower than 385.2 (the violent crime rate under Trump).
