I would see it as, she wore the first jacket directed towards the media as she was getting on the plane. She obviously doesn’t care about what the media thinks. She then wore a jacket/shirt/blouse or whatever to see the children, because she does care.
I mean, I could be wrong, but wasn’t there a severe weather alert for the whole area, yet she went anyway? It’s so hard to get the facts straight...

Melania chose to display a statement in plain English on her body while representing the United States on an official trip in her official capacity as first lady. The content of her "message" -- of THIS message -- is most certainly fair game for public comment.
