Plant poison ivy under the bridge.
They’ll go up to WalMarks and steal calomine lotion for the rash and the WPD can arrest em and they can be sent to jail for theft and they won’t be homeless anymore.
Problem solved.

I'm not defending anyone, I haven't said that the person or persons in the tent didn't litter.
I'm saying you have no evidence that they indeed did, in part or parcel!
Sure it's an eyesore and as much has you have complained about it...you could have already picked it up
