Gain of function is "medical research that GENETICALLY ALTERS AN ORGANISM IN A WAY THAT MAY ENHANCE THE BIOLOGICAL FUNCTIONS OF GENE PRODUCTS. THIS MAY INCLUDE AN ALTERED PATHOGENESIS,TRANSMISSIBILITY, OR HOST RANGE, i.e. THE TYPES OF HOSTS THAT A MICROORGANISMS CAN INFECT.

You need to reread the letter. It states that they funded a research project that tested " if spike proteins from naturally occurring bat coronaviruses circulating in China were capable of binding to the human ACE2 receptor in a mouse model." The letter added: " in this limited experiment , laboratory mice infected with the SHC014 WIV 1 bat coronavirus became sicker than those infected with the WIV1 bat coronavirus."
And " accordingly to the department of Health and Human services, gain of function research is research that improves the ability of a pathogen to cause disease."
So there you go. Fauci lied when he said he did not fund gain-of- function research.

Second paragraph from this very letter:
"It is important to state at the outset that published genomic data demonstrate that the bat coronaviruses studied under the NIH grants to EcoHealth Alliance, Inc. and subawarded to the Wuhan Institute of Virology (WIV) are not and could not become SARS-CoV2."
Might want to read the letter.
