Suspicious Vehicle Was Stolen

Actually, 3WC was correct with their grammar this time. It sounds confusing, but it's correct.

The one that has been driving me nuts for days now is that all media outlets are referring to the guy that jumped the white house fence and forced his way inside as "the alleged fence jumper". There is nothing alleged about it. Plenty of witnesses saw him. They caught him inside the white house, they have him on camera. You can drop the alleged part this time

I have to admit I have heard the term "suspicious vehicle" used on several occasions. I think what they are saying is, the vehicle seems to be out of place, and/or, being used in a manner that is just not normal for the area or time of day...like parked in a bank parking lot over night or for an extended amount of time, missing tags, handmade/cardboard tags, out-of-state tags, drivers/passengers that just don't fit into the area they are spotted in.

And of course stuff like that usually leads to the occupants being suspicious eventually!
