I don't know about BSL ordinances specifically, but I do remember that the county banned exotic pets several years ago after a kid was hurt by a tiger. They were vague on what they defined as an exotic pet, though, so they could easily change it to include anything they want.

Speaking of breeding, I knew a guy at NCSU who took an animal husbandry class and was kicked out of school when he was caught at it.

You can breed anybody you want to if they are willing.
Wilkes is very diverse.
