Who carries their drivers license and ss# together. I'm sorry but you are begging to have everything stolen.

OK hangsleft, how long should it take to prove you are here legally?
Currently I could do it in the time to pull out my wallet. I have my license and SS card, because I brought it to my job to give my I-9 information and never took it out. I could even tell an officer what my DL # and SS# was just in case I forgot my wallet. If you have a work visa, that paperwork should be some where in your place of living.
If you are here on a temporary allowance, you should expect that any trouble you cause to get you booted. Just as you are a guest in any person's home, you obey their rules.

My Math is based off averages. Like I said I could prove to be a US Citizen in 5 seconds. You have to ask yourself "how long should it really take a judge's time to prove you are innocent in this matter?" Either you have proof or not. It isn't a murder trial. It is are you legally here or not question.

Legal status does not always mean birth certificate.

They could come over on a work visa, student visa etc. All legal status and would require some court time to move forward.

Green Card holders, while legal are not US citizens so if they get in trouble with the law they too could be in immigration court and their court time would most likely be extensive.

Your math is doing lots of assuming without the root cause of the cases.

I've seen very few judges that work 5 days a week 8 hours a day. There job entails more than just sitting behind the bench for a few hours a day.

While I am a fan of Adam Ruins Everything,
I have to ruin your party. Let's start with the 1500 per year cases
A judge may work 5 days a week 8 hours a day for 52 weeks
giving us 2080 hours to work
divided by 1500 gives us 1.39 hours her case.
I know this is hard math, but let's round it down. We will give and extra 24 minutes PER CASE just to handle breaks, calling role, and anything else your mind can conjure. 1 hour per person to show you are a legal citizen should not be that hard.
If that time seems too short, watch the video 30 times, and you will have the time allotted to prove, "yes I was born here in the United States, and here's a birth certificate to prove it."
